[Internal-cg] DRAFT message from the ICG Chairs to the CCWGChairs

Mission and core values revisions were already part of the 2nd CCWG draft
(see 159 ff) and changes are suggested.
In addition "Development and approval of all necessary changes to ICANN
by-laws" are items listed under "Implementation" (V) of the proposal to be
completed.

For me this letter doesn't make sense unless we specify outstanding items
either in terms of content or timing.

I thought about that, but I was reacting to the point made by Keith that the
real drafting of bylaws has not really begun yet.  So, at this stage, the
right thing to do seems to be coordination.
