[Internal-cg] transition proposal v6

This version includes the edits discussed yesterday to how we describe the CCWG dependency; the first paragraph on jurisdiction; and the introduction to the implementation items list. It does not yet reflect the suggestions made on list last night by Alan, Mary, Daniel, or the one about capitalization. We will touch on those today.
