[Internal-cg] modified RZM language

Based on information gained here at the meeting I would propose to replace the following (inaccurate) sentence in paragraph 96 of Part 0:

"The CWG understands that those relationships will be defined by a separate and parallel process coordinated by NTIA."

I would want to replace it with this, more accurate statement:


"ICANN and the NTIA have made it known that prior to the transition those relationships will be worked out through a contract between ICANN and Verisign."
