Well, the names proposal says the following in paragraph 1108 (and similarly in 1181):

The existing IANA functions department, administrative staff, and related resources, processes, data, and know-how will be legally transferred to PTI. 


I don’t see why we would be vague about all the functions moving in the executive summary or Part 0 when we know that to be the case and the names proposal says as much (although it’s not entirely explicit).

The executive summary is intended to summarize the key points from the proposal. I think this point in particular is quite important to include in the executive summary.

I still disagree. The text in para 14 is a direct quote from the names proposal and provides very important details. It is difficult to understand the names proposal without this, in my opinion.
