Sorry, that my comments were unclear. Let me try again.

In paragraph  X009 in the Proposal Summary section, it states:

My suggestion was to eliminate this text from the Proposal summary because
similar to the IPR topic, the PTI topic is only mentioned in one of the OC
proposals.  None of the proposals explicitly indicate that all the functions
are served by the PTI.

The exact same text that is in paragraph X009 is in paragraph 14 of the
section A. Operational Community Proposals, so it is unnecessary in the
section about Proposal Summary.  My suggestion was that it should be
mentioned in the Compatibility and Interoperability section and be treated
similar to the IPR issue in paragraph 58 of that same section. It is in that
section (Compatibility and Interoperability) that we have noted requirements
from one community that needs compatibility with the other two communities.
