Hi Paul,

Thanks. I have some questions and comments on some of your edits.

Footnote 14: seeing as the numbers proposal and the other two proposals are included verbatim in the document, I think it’s confusing to cite the version hosted at nro.net <http://nro.net/>. We do not have similar footnotes for the other two proposals. So I’d prefer to leave this out.

Para 13: I think the point about coordination is a good addition, but I’m not sure it belongs in the summary of the proposal. I’d like to move it down into the interoperability section.
