Do you think that they are incapable to raise their concerns ?
At the maximum those représentatives of these two communities may send
thier views and not ICG IN TOTO.
tHIS NOTE WAS NOT AGREED AND DOES NOT REFLECT THE CONSENSUS
IT IS DANGEROUS  PRECEDENCE THAT WE START TO TAKE A POSITION AT THIS STAGE
OF COMMENTING PERIOD
