[Internal-cg] Statement regarding transition

Looks fine to me as well.  My only question was that at one time we had 
left open the option of being reconvened/*by the communities*/ if they 
needed a forum like ours to help consider any implementation issues.  
I'm fine to leave it out, but just recalled this thought and wanted to 
mention it.
