I also agree: yes to (1), submitting to the board (2) after confirmation by 
the chartering organizations. It is likely that the GNSO council is going to 
finalize its "vote" on the CCWG report on Wednesday in Marrakech.

>From a direction point of view a good timing for the official submission of 
both proposals (CCWG and ICG) could be on Thursday at the beginning of the 
Public Forum. This setting could be coordinated by the respective chairs in 
advance. And then the board could take the necessary steps during its public 
meeting later in the afternoon.

Agree with colleagues that we cannot submit the transition proposal until 
the accountability one is approved by all parties ..
Splitting the issues as proposed by Alissa makes a lot of sense to me .. My 
preferences would be similar to James' ..
Yes for (1), we need to be ready with an approved version of the transition 
proposal with the givens at hand ..
For (2), we need to be ready to send this version to the Board by the end of 
the Marrakech meeting, should the accountability proposal be finalized and 
submitted as planned ..
