[Internal-cg] NTIA Criteria

Colleagues:

I took the initiative (assuming "voluntold") to try to craft a draft of 
the summary of the NTIA Criteria Comments and ICG actions.  This summary 
has obviously not been informed by the discussion among members and will 
need to be edited to reflect the collective views of the room.  The 
other question is to what extent we wish to specifically call out or 
quote comments, I have not made specific references to comment number or 
language, but we should agree on look, feel and style across summaries.  
At some point I may use the summary during the conversation as a foil 
for comments in the review.

My understanding is that we would draft a report at a general level 
related to trending/important issues and the related transition comments 
that would include our actions (review for clarity, edit, refer) or 
reasons why there should not be action (out of remit, already 
addressed...).  This section summary would be merged into a draft report 
that would form the basis for our edits and referrals as documenting our 
interim responses and actions.
