[Internal-cg] Continuing / Re-Chartering Thoughts

My only concern about this process is that if only a couple of 
communities go through this informal process does that create a valid 
basis for us to move forward with an implementation role?  A number of 
us had concerns with ANY unilateral bootstrapping of an extended mandate...
