[Internal-cg] "Implementation"

I think we can handle the communication via the contact persons we have in ICG, and then each person can answer the question the way they want -- given the process they use.

Similar to the fact the letter from NTIA was in fact not sent to ICG but to us chairs.

Detail, but I think it is important to keep these "informal" communications informal, because one day we will have the need to have formal communication between the groups.
