I think we need to begin with a few paragraphs on the process that the ICG used, with emphasis on the operational communities reaching consensus, and then an opportunity for comments from the public after the parts are assembled.  This will be important in showing that we have met NTIA's criteria.

This needs to be at a very high level.  We do not want to be seen as speaking for the operational communities.

Milton poins out that: 
> One thing I have learned from the process is that many people still don't quite understand that IANA is a collection of registries, and they may not understand how related or unrelated the names, numbers and protocol registries are. This should be explained.

I hope that NTIA understands this, but we must recognize that the proposal has more than one audience, so making this point clearly is needed.

I am happy to be part of the editing team, but you need to keep it to a workable size however you select the team members.
