[Internal-cg] Proposal - 24 hrs review

We have incorporated changes based on feedback from Wolf-Ulrich, Joe, and Martin. The text of -v9 (attached) should now be considered final as we have shipped it off to the translators.

X005 (same as 07 below): added “(subsidiary)”

X012 (same as 32 below): parenthetical now reads “(estimated to occur prior to ICANN 54 in October 2015)”

X018 (same as 45): the text now reads:
        The ICG will make a determination about whether the combined proposal has achieved broad community support following its solicitation of public comments on the combined proposal.

X021 (same as 51 below): this was clearly confusing to several people. the text now reads as follows:
        While the names proposal calls for the IANA functions operator to be transferred to the PTI, the PTI will be an affiliate (subsidiary) of ICANN and ICANN will be responsible for the stewardship of the PTI. Hence operational roles are maintained. The proposal envisages the names aspect of the current NTIA oversight and contracting authority is transferred to ICANN. The separation of PTI as a subsidiary will ensure the independence of that oversight role from the contractor providing the service. 

X022: is now its own paragraph, rather than being the last sentence of the previous paragraph

X026 (similar to 63 below): this is a new paragraph in a new section to address Wolf-Ulrich’s point. it reads:
        After the conclusion of the ICG public comment period and the finalization of CCWG Workstream 1, the ICG will make a final determination about whether to recommend that NTIA approve the transition proposal. Based on the outcome of the evaluation described in Part 0, Section IV below, the ICG is planning to recommend that NTIA approve the transition proposal, pending the resolution of the outstanding items highlighted in that section.

07: added "(subsidiary)”

09: no change. “expressly conditioned” is text directly from the CWG proposal.

32: parenthetical now reads “(estimated to occur prior to ICANN 54 in October 2015)”

51: now reads as follows:
