Section P0.IV.D.6 of the proposal has a placeholder for a bit of text about why the names proposal does not transition oversight to a government or governmental entity, and specifically how ICANN is protected from government capture. Thanks to assistance from Lynn and Patrik I have drafted two sentences for this (last two sentences below, with the whole paragraph included for context):

"The names proposal replaces NTIA’s various roles as they relate to the naming functions with the combination of ICANN, the CSC, and the IFR, none of which are governments or inter-governmental organizations. Establishing the PTI as an affiliate of ICANN allows the community to rely on ICANN’s accountability mechanisms and safeguards to prevent capture, including by governments. These include bylaws provisions that prevent officials from governments or treaty organizations from serving as voting members of the ICANN Board and limit governments to an advisory role within ICANN through the GAC. Furthermore, leadership positions within ICANN's advisory committees and supporting organizations as well as Board seats are time-limited and selected via processes that rely on input from a wide variety of stakeholders.”
