I have a suggestion for how to proceed with this: I think we should focus on finalizing the executive summary for the proposal, and then just use the executive summary text for the Development Process and Proposal Summary sections of the public comment web site. That way we don't need to duplicate efforts editing both documents, at least for those sections.

I've done a bit of editing in the attached, mostly editorial changes.
