I agree to maintaining the order mainly because of the tight timeframe and the hassle implied if the order is changed ..

Regarding the sentence "It's also worth noting that editing community consensus proposals would have required reverting back to the relevant operational community seeking their approvals", apologies for not being clear as to what I understood to be Joe's point on our last call .. I believe the point is that if we have decided to edit/streamline the 3 proposals together, we would have needed to seek community approvals before posting the combined proposal for public comments to make sure the consensus proposals are still accurately reflected ..  
Hope I'm able to clarify the point .. By the way I'm also fine with deleting this sentence as it is not the main reason as highlighted by Lynn ..

Totally agree with Manal's suggestion to include the combined diagram. I think it will help a lot.
