[Internal-cg] public comment web page v2

All,

I’ve updated the public comment web page material [1] based on our discussions at the F2F and during our last call. I also did some editorial work on it. The Background and Summary sections are derived directly from the ICG report in the combined proposal.

Please review and provide your feedback. We will need to finalize this by July 29 assuming we finish the proposal assessment this week.

I’m hoping that Lynn will be able to shepherd the process of incorporating feedback and filling in the remaining placeholders since I will be mostly tied up with IETF matters next week.

Secretariat: If you could gather the links that should go in the final section, that would be great.
