I heard a remark that suggests people are unsure about whether 
public comments should answer ALL the questions.

I suggest adding "You may answer as many or as few questions as 
you wish" in the following places:

* Near the top of the comment form at <https://comments.ianacg.org/form>

* Just after "Specific questions about which the ICG is seeking comment
are listed below" in the call for comments at
<https://www.ianacg.org/calls-for-input/combined-proposal-public-comment-period/#callforcomment>
