Thank you Martin for the clarification. It helps a lot for better understanding. 
I wish to draw attention to the mechanism for split and the actual split  of IANA function Operator from ICANN for your further clarification.  My questions are: 
Is CWG proposing that ICANN can sack PTI?  
Will ICANN sack the Board, Mangement or staff?  Would ICANN  register another Affiliate to carry on the IANA Functions since PTI is  not  totally independent of ICANN?Mary Uduma

(I might have missed something, so do not treat this as a definitive list.  There’s also a lot of detail I have not covered.) However, all of these would come back to ICANN to implement or cause to be implemented.    Hope this helps    Martin
