The IANA Stewardship Transition Coordination Group (ICG) has finalized the IANA Stewardship Transition Proposal and is hereby forwarding it to the ICANN Board for transmission to NTIA. The final proposal is attached to this email and available at <link>. The ICG unanimously supports this proposal and recommends that all affected parties implement it.

According to the agreement reached between the ICG and the ICANN Board in November 2014 [1][2], the ICG expects that the ICANN Board will send the proposal to NTIA within 14 days of receiving it, without making any changes, and that the Board will make public any communications it sends to NTIA together with the proposal. Given that the ICG has received no indications from the Board of any remaining concerns with the proposal, we do not expect the Board to document any concerns with it in its correspondence to NTIA.

I also support Jean-Jacques last suggestion re rewording a sentence: "the ICG expects that the ICANN Board will send the report to NTIA within 14 days of receiving the proposal, without making any changes (...)",

Version attached incorporates edits from Manal and Joe, with minor wordsmithing from me in paras X029 and 112. The paragraphs now read:

"The ICG unanimously supports this proposal and recommends that all affected parties implement it. The ICG affirms that this proposal and all the related processes have met the criteria laid out in our charter and mandate, including the NTIA criteria, and on this basis we transmit this proposal to NTIA via the ICANN Board.”
