With the confirmation of the all the Operational Communities that no further dependencies need to be addressed, ICG affirms that it has found that the combined proposals and all the related processes have met the criteria laid out in our charter and mandate, including the relevant NTIA criteria, and on this basis we transmit this proposal to the ICANN Board for submission to NTIA.

I don't like the construction of "we approved"...

Para X018 -> now X016:
Many commenters in the public comment period noted the CWG dependency on ICANN-level accountability mechanisms that were, at the time of the public comment period, under development in the CCWG and noted the associated difficulty in judging the overall accountability provided by the Names proposal.
Rationale: this part of the sentence is now too far and I think we need to link it back to what the commenters 'noted'.

Paras 112 and X031 -> now X029:
"The ICG unanimously supports this proposal and recommends that all affected parties implement it. The ICG approved this version and agreed to submitting it to NTIA via the ICANN Board."
Rationale: this was mentioned somewhere in the deleted text .. I feel it's worth mentioning .. not necessarily here if there's a better place ..

Dear all,

We have received confirmation from the CWG that the CCWG proposal meets its requirements. Therefore, we are now in a position to approve our final proposal for transmission to NTIA via the ICANN Board. The final proposal, with edits made to the sections that previously referenced the CWG-CCWG dependency, is attached to this message in redline and clean form. They are also available on Dropbox:
