I have been following this activity and supportive to have a healthy ,neutral and effective mechanism to carry out public comments process on this important and critical issue. 
Yes I agree with your proposal . 
It sounds good and logical 
What I suggest is if you have receive no comment to the contrary, you prepare a letter from ICG , which has not yet been disbanded yet to CWG and offer the use the ICG web site and secretariat services to host the call for public comment on these documents. 
You do not need the agreement/ consent of ICG Members on the text as they have given their consent to the approach
