Milton:

I was not able to make that teleconference either, but I have read the document provided by the lawyers, and I find it an answer to the wrong question.  The lawyers say why it is okay to reference external documents in this situation.  The lawyers to not say why these references are need when neither the CWG-Stewardshop nor the CCWG-Accountability proposal calls for these documents to be beyond challenge.
