Can’t we categorize:

1.       Multinational corporations as ‘Multinational’, to avoid falling into the risk mentioned by Michael,

2.       Other examples provided by Milton as ‘Global’, and

3.       the remaining as ‘Unknown’?

In the case of multinational corporations I do not see an elegant solution. "unknown" sounds strange for corporations. "global" describes nature and activity reach.
The traditional approach of "headquarter region" to me looks the most pragmatic. (despite the remaining risk that the submission came from a subsidiary)
