[Internal-cg] UPDATED Public comment matrix for ICG review

If this makes sense, perhaps the secretariat could provide the blank 
template so they could assure the possibility for more seamless 
integration.  We are all appreciative of all the work the secretariat 
has done to make life easier for us, and I wish to re-emphasize the 
concept that we do not wish to complicate the secretariat's life more 
unreasonably  than we have already...
