[Internal-cg] Public comment matrix for ICG review

Dear all,

 

Per Russ M's request, attached and linked below is the public comment matrix
with two columns added - one for ICG comments, one for Recommended course of
ICG action.  Please note that some entries are still being populated as we
speak, but you may start using this template for your review of the public
comments received.

Please also note that the volunteer reviewers will be submitting their

comprehensive and complete matrix will be compiled and circulated to the ICG
mailing list by late Tuesday 15 Sept.
