[Internal-cg] DRAFT message from the ICG Chairs to the CCWG Chairs

As I believe is very clear from the beginning of my note, in Dublin I was asked to draft a note from the ICG Chairs to the CCWG chairs.  This is the proposed text for that note.  It is not intended to go into the proposal document.
