[Internal-cg] Draft status announcement and front page disclaimer

I liked the phrasing of the first page document disclaimer, but I found the announcement a bit hard to read. Could we use similar text for both?

Here’s one approach for the status announcement:

ICG Completes Its Work and Awaits for Conclusion of iCANN-level Accountability Work

The ICG concluded its work on the feedback received during the public review period for the IANA transition proposal. The ICG would like to thank for the feedback, which has been taken into account in a new version of the transition proposal (ref). Among other things, matters relating to handling of … have been clarified in this version.

The full IANA Stewardship Transition Proposal is not complete due to a dependency on the naming portion. The numbers and protocol parameters portions of the proposal are complete, however, and have no dependencies on the work of the CCWG or any other remaining process. Indeed, implementation of the numbers and protocol parameters proposals has already been underway for months and can continue without waiting for the CCWG to complete its work.

The naming part has been completed with one exception: confirmation from the CWG that its requirements related to ICANN-level accountability mechanisms have been met. These mechanisms are currently under development in the CCWG. Once the CWG has confirmed that its requirements have been met, the ICG will send the transition proposal to the ICANN Board for forwarding to NTIA.
