[Internal-cg] Draft status announcement and front page disclaimer

I do not like "interim". While strictly correct it conveys a subtext of
"temporary". How about just "Document Status"?

Also why notuse similar language and write:

"This document is finalized with one execption: ..." in the disclaimer?
