[Internal-cg] Removing public comment mentions in the executive summary

Hi Jean-Jacques,

My issue with this suggestion is that it is true for basically every point in the executive summary. Everything we say here is further elaborated somewhere in the proposal. I’d rather not add a single link arbitrarily or links for each point made there.
