agreed. I suggest we add, at the end of X005, along with the link, a brief 
practical indication such as "The Public Comment process and analysis is 
provided under (location in our Transition Plan)".

I am going through to remove the mentions of the public comments in the 
executive summary. I have questions about two paragraphs that mention the 
public comments and whether we’re sure we want to remove them. The first is 
X005:




"X005 The ICG sought public comment on the combined proposal and the final 
version presented here reflects comments received. The ICG received 157 
comments on the combined proposal from a wide variety of stakeholders, 
including individuals, operational communities, supporting organizations and 
advisory committees, businesses and trade associations, civil society 
groups, governments, and others from all regions of the world."
It strikes me that this is useful in the executive summary for those who may 
not read the full proposal, so they know that the public had an opportunity 
to comment.


The other is X025, which is part of our assessment of whether the proposal 
has broad community support:


"X025 The majority of commenters who submitted comments during the public 
comment period support the proposal. These commenters included individuals, 
operational communities, supporting organizations and advisory committees 
within the ICANN community, businesses and trade associations, civil society 
organizations, governments, and others from across all regions of the world. 
Thus community support for the combined proposal is broad both in diversity 
of interests and geography of origin. Furthermore, the consensus of the ICG 
in support of the proposal provides a powerful demonstration of the breadth 
of community support."


In this case the public comments are a core basis of our conclusion here, so 
I was wondering whether we could leave this in the executive summary.
