[Internal-cg] tranistion proposal questions

Do we send it to ICANN/NTIA with a cover saying that we find that it is 
complete and believe that it has achieved a community consensus, etc...  
or do we leave as understood our opinion of the meeting of the NTIA 
criteria?

To be accurate, I don't think we will "recommend" to NTIA to accept our Proposal, we will just send it to them, and they will decide whether to accept or not.
