[Internal-cg] Text for proposed charter change

I agree that we need to ask the OCs.  Rather than an open-ended 
question, I suggest something like:

As for the text itself, I agree this is not about “oversight”, but 
rather ongoing “coordination” and possibly also “support” for 
the implementation process.
