[Internal-cg] Text for proposed charter change

My view is that doing what is suggested by Narelle would be rechartering ICG to continue coordination also in the implementation phase. For me, the responsibility for implementation lies with the OCs. If we are to continue coordination, interest for that should come from the OCs.
