Agree, it is more efficient to do it this way. Advance the administrative, non-substantive work like formatting and translation while the names proposal is being finished. We can get something done while waiting for names CWG.

Hi Kavouss,

We are not sending this out for public comment until we add the names proposal. While we wait for the names proposal, the chairs asked the secretariat to combine the two proposals we had so we could work on the formatting and get them translated. This is work that would need to get done eventually so we figured it might as well get done while we await the names proposal.

When the issue of sending out combined proposal was agreed.
We did NOT  agree with that due to the fact that such course of action will isolate the proposal from Naming Community from the proposals from two other communities.
We need a full debate of advantages and disadvantages of such proposal.
Every day a new unilateral or partially agreed by few people will come on the table and put us in a very difficult situation .
If there would be any benefit to reduce the overloading the responding community by sending the combined Numbers and Protocol/parameter ,s proposal we need to  a) fully agree by consensus or unanimity and b0 describe the conditions under which such action is put for public comments.
I understand that we initiated discussions on this approach in Singapore but not fully agreed on it
Pls refresh my mind on the status of this action

This is OK by me thanks Alissa.  It seems a pretty trivial exercise until it comes to resolving any major conflicts, and adding a "preface" which could be pretty substantial I think.

We'd like to get this off to the translators so they can start working on translating it, but we wanted to share it with the ICG first to make sure folks are okay with the formatting. The content is unchanged from the submission we received from the two communities.

As we work toward a complete proposal we will likely need to add a preface, but that has not been written yet.
