Agree, but I think they also see implementation as an unknown factor in their extension calculus.  And by asking us (ICG and OCs) to provide the timeframe, they insulate themselves from any concerns that they are stalling the process.

I don't see how they could not extend at this point. They could extend in parts, though. They don't need to do the full 2 year extension at one time (e.g. they could extend through 30 June 2016).
