my understanding is the same as yours.

But whether or not the Assistant Secretary for Commerce aimed his remarks at CCWG Accountability or not, it remains that the ICG, having received its instructions and the 4 criteria for "transition" from the NTIA, cannot change or enlarge its remit, unless it receives written instructions to that effect from the US federal authorities who exercise oversight of the IANA functions. By accepting any (other) form of "advice" or influence, the ICG would compromise its duties of accountability and transparency to the global Internet community.

In mentioning alternatives considered, I think Sec. Strickling was referring to the CCWG Accountability, not the ICG. Am I alone?
