On a second reading, I suggest adding a question before 21 stating: How does the overall oversight model of the combined proposal look like? (or something along the lines); and provide the modified overall diagram as an answer to this .. Does this make sense?

I suggest this question (20') to be inserted under section VII " About ICG combined proposal public comment period" after renaming it to either:
- About ICG combined proposal 
or
- About ICG combined proposal and the public comment period

Thoughts ? 

I just didn't want to introduce a question that would affect the numbering of the working version at hand ..
