[Internal-cg] Some comments on the ICG report part of the combined proposal

I made some suggested editorial as well as some substance-related changes in this file that I posted to the Dropbox.

The file is combined-proposal-v4-jar.doc and it is under the Combined Proposal folder.

The main substance-related suggestions are:

* adding a paragraph of further details from the IANAPLAN process
* adding two more sentences summarising the ICG recommendation to align ourselves wrt trademarks and domains
* being clearer about the new oversight being about which part (e.g., in one paragraph it was about names, not everything)
* specifying that the service level expectations work is only about names (other communities have other arrangements already/in development)
* suggesting that we should be careful about the use of the word “incomplete"
