> The ICG notes that, under the current IANA Functions Contract, the DNS Root Zone Management process currently has three functional roles, i.e., the IANA Functions Operator, the Root Zone Maintainer, and the Administrator.  These roles are performed by ICANN, Verisign and NTIA respectively.  The CWG Stewardship proposal (paragraph 150) states "Post-transition, no authorization for Root Zone change requests will be needed.".  This paragraph also notes that there is a Cooperative Agreement between NTIA and the Root Zone Maintainer (RZM) that will need modification and that a seperate transition will be needed to disengage the NTIA from the Root Zone Maintainer and provides examples of how this might be implemented.  Since there is currently no agreement between the RZM and the IFO organizations for the Root Zone Management process and NTIA plans to disengage with both the IFO and RZM activities, the ICG notes that some form of agreeement between these organizations is essential for the secure, stable and resilient operation of Root Zone of the DNS when the NTIA withdraws from the Root Zone Management process.
