ICG do not have a mechanism for "taking things into consideration", so this
communication is wrong and should have bounced.

Either parties can send things to the public forum of ICG where it ends up
being public, and then ICG use our process for dealing with such input. Or
people that have issues with process etc can contact our Chair, Alissa,
which will then deal with the issue (keeping ICG informed etc).

We can not have "random organisations send mail to us".

So, this should have bounced and the sender should have been encouraged to
file a posting if they so wished.

Jennifer, can secretariat please take care of this in an appropriate way?
