Yes, the RIRs are expecting to contract with ICANN, and to
allow ICANN to sub-contract to PTI. See section 15.11 of the
draft SLA <https://www.nro.net/sla>, the gist of which is that
[15.11.1] ICANN (the "Operator") must obtain consent from the RIRs
before sub-contracting, the RIRs will not unreasonably withhold
consent, [15.11.2] sub-contracting does not release ICANN from any
contractual obligations, and [15.11.3] ICANN must cooperate if the
RIRs ever decide to contract directly with the sub-contractor.

I think that the IANAPLAN proposal was clear enough that the IETF
would interact with ICANN (not with PTI).

I attempted to capture the interactions in one of my suggested FAQs:
Q: How will the three Operating Communities (OCs) interact
with PTI?
A: The Names community has proposed that ICANN (in its role
as the policy coordinating body for the names community) will
contract with PTI for operation of the IANA naming functions.
The Number and Protocol Parameter communities have proposed
to contract with ICANN for the operatation of their IANA
functions, and to allow ICANN to sub-contract to PTI.
