First, it is not clear to me what question you want to ask. Perhaps this argument will end if you formulate a question in a way that doesn't presume that giving each OC a right to hold its IFO accountable by firing them is a bad thing.

It was considered extensively by IANAPLAN and figured prominently in discussions about the trademark and domain.
As I said before, the shared services plan that was considered in the second round of the CWG dealt with this issue and it was discussed as part of that model.
Well, almost by definition if the numbers and protocols communities are insisting on a right to defect from the existing IFO and choose another they must not think it raises serious coordination issues. Actually IETF has had that right for a decade.
