[Internal-cg] No need to answer all questions

I think I disagree. We already say that use of the web form itself is optional, so people can email in whatever comments they want. On the web form itself, we use red asterisks to indicate required fields and none of the question boxes have an asterisk. (We could make that asterisk explanation larger if we want.) The more complete answers we get the better, so I don’t particularly want to encourage people not to answer the questions, and I think the form and the instructions are clear about what the options are for commenting.
