[Internal-cg] Consensus call: Community comments handling

Pls read the text carefully
It says ICG may decides to send comments received from .... To OCs
 Consequently it is the ICG who examine the case and decides  on the beed or otherwise to respond
I do nit want to exclude ICG from the process and just leave it as an option to OCd to reply or not .
