[Internal-cg] Numbers community FAQ and diagram

The numbers community has published a FAQ on their proposal.  See

The answer to the question "What new “oversight” mechanism is being 
proposed?"  includes a diagram of accountability mechanisms, both before 
and after the transition.  This diagram is intended to address the request 
that was raised by Kavouss Arasteh, and action item 3 from ICG call #14.
